تاثیر شیوع کووید 19 بر ابعاد مدیریتی دانشگاهها و موسسات آموزش عالی ایران از دیدگاه خبرگان

چکیده

زمینه و هدف: شیوع فراگیر جهانی کووید 19 ، موجب پیدائی و پویایی" بحران کرونا " در ابعاد گوناگون شده است و تجربه ای نوین در مدیریت و مناسبات اجتماعی وامنیت انسانی را رقم زده و سبب بروز تحولات گسترده گردیده است. نهاد آموزش عالی نیز از این قاعده مستثنی نبوده و در چنــد مــاه گذشــته آموزش عالی جهانــی بــه دلیــل گســترش ویــروس کرونــا شــدیداً دســتخوش تغییــر شــده اســت. هدف این مطالعه تعیین تاثیر شیوع کووید 19 بر ابعاد مدیریتی دانشگاهها از دیدگاه خبرگان دانشگاهی بود.
روش بررسی : مطالعه حاضر با بهره‌گیری از رویکرد کیفی در سال 1399 انجام شد. مشارکت کنندگان این پژوهش 18 نفراز خبرگان دانشگاههای شهر تهران بودندکه اغلب دارای سابقه مدیریت در دانشگاه (رییس دانشگاه، رییس دانشکده، معاون آموزشی و مدیرگروه) بودند. جمع آوری اطلاعات از طریق مصاحبة نیمه ساختار یافته انجام شد و از روش تحلیل مضمون به منظور تجزیه و تحلیل مصاحبه ها استفاده شد.
یافته ها : از تجزیه و تحلیل مصاحبه ها چهارتم اصلی تاثیر بر ابعاد و فعالیتهای آموزشی، ابعاد و فعالیتهای پژوهشی، خدمات اجتماعی و حکمرانی و مدیریت دانشگاهی آموزش عالی و 18 تم فرعی استخراج شد و جمع بندی نتایج انجام گرفت.
نتیجه گیری:یافته های پژوهش بیانگر این بودکه شیوع کووید 19 در بعد آموزش بر بین المللی و جهانی شدن، بومی و محلی شدن، تحول دیجیتال، نابرابری در دسترسی به آموزش عالی وکیفیت آموزش، در بعد پژوهش بر رواج پژوهش مجازی، پارک های علم و فناوری، کیفیت پژوهش و بودجه پژوهش، در بعد خدمات اجتماعی بر ارتباط دانشگاه با صنعت، شبکه سازی اجتماعات محلی و مسئولیت پذیری اجتماعی، در بعد حکمرانی و مدیریت دانشگاهی بر مدیریت و رهبری، قوانین و اسناد بالادستی، مدیریت منابع انسانی، مدیریت منابع مالی، مدیریت بحران و مدیریت تغییر در دانشگاهها تاثیر گذاشته است.

چکیده [English]

Background and purpose: The global Covid 19 pandemic has caused the dynamic emergence of the "corona crisis" at different educational, cultural, social, political, security, economic, legal and professional dimensions thereby leading to a novel experience in managing the social interactions and human security. In this respect, the Higher Educational system is not an exception; in the past few months, the higher educational systems in the world have changed drastically due to the Coronovirus pandemic. For this reason, the need felt to investigate the possible impact of the new situation on the educational system. The aim of this study was to investigate the effect of coronavirus outbreak on the different dimensions of university managements from the perspective of academic experts.
Methods: The present study was conducted in 1399 using a qualitative approach. Participants in this study were 18 experts and administrators at different universities in Tehran (including dean, dean, vice chancellor and department manager) who had management experiences. Data were collected through semi-structured interviews and content analysis (thematic); method was used to analyze the interviews (coding and determining the main and secondary themes).
Results: From the analysis of the interviews, four main themes of educational dimensions and activities, research dimensions and activities, social services and and governance and university management and 18 sub-themes were extracted and finally the results were summarized.
Conclusion: The findings of this study indicated that the outbreak of Covid-19 have affected different aspects of internationalization, globalization, localization, digital transformation, inequality in access to higher education, educational quality, the prevalence of virtual research, science and technology parks , research quality, research budget, university-industry relationship, local community networking, social accountability, management and leadership, upstream laws and documents, human resource management, financial resource management, crisis management and change management at universities.
