چکیده
زمینه و هدف: اسناد سیاستی مطابق با سطح تصمیم گیرندگان در نظام سیاستگذاری کشور، در یکی از چهار سطح فلسفه، دکترین، اصول و سیاست طبقه بندی می شوند. بیانیه گام دوم انقلاب به مناسبت چهلمین سال پیروزی انقلاب اسلامی ایران، توسط رهبر معظم انقلاب صادر گردید. نوشته حاضر ضمن بررسی جایگاه این بیانیه در اسناد بالادستی کشور، الگویی جهت پیاده سازی آن در آموزش عالی سلامت ارائه می نماید.
روش‌بررسی: در فاز نخست پنل نخبگان تشکیل و اسناد بالادستی کشور احصا گردید. فاز دوم به تحلیل محتوای بیانیه پرداخته و گزاره های الزام آور آن در نظام آموزش عالی سلامت احصا شد. در فاز آخر نیز تطبیق بسته های تحول و نوآوری در آموزش علوم پزشکی با مقوله های اصلی بیانیه گام دوم صورت گرفت.
یافته ها: مطابق نظر پانل خبرگان 107 گزاره از بیانیه استخراج و 14 گزاره مرتبط با نظام آموزش عالی سلامت استخراج گردید. در نهایت سه مقوله مرتبط با آموزش شامل نیل به مرجعیت علمی و ارتقای عزت ملی، علم نافع و در خدمت نیاز جامعه و عدالت در دسترسی و رفع محرومیت از محتوای بیانیه منتج و انطباق بسته های تحول و نوآوری با این مقوله ها بررسی شد.
نتیجه گیری: با توجه به نتایج بررسیها، این بیانیه در زمره اصول سیاستی کشور طبقه بندی می شود. باتوجه به مسیری که این بیانیه، به عنوان اصل سیاستی، برای 40 سال آتی پیش روی نهادهای کشور قرار داده، لازم است اسناد سیاستی و قوانین جاری و جدید کشور منطبق بر این اصل تدوین و بازنگری شود.

Background: Upper documents of Iran are categorized in one of four levels of philosophy, doctrine, principles and policies, according to the level of policy making system. The “Second Step of the Revolution” Statement was issued by Iran’s Supreme Leader. This article, reviewing the status of this statement in the Upper documents of Iran and provides a model for its implementation in Iran’s medical education system.
Methods: first phase: the expert panel was formed and the list of upper policy documents of Iran was prepared. Second phase: the content of the statement was analyzed and its imperative propositions in the higher education system were extracted. Third phase: adaptation of the packages of reform and innovation of medical education with the main categories of “second Step of the revolution” statement took place.
Results: 107 propositions were extracted from the statement and 14 propositions related to the higher education system were extracted. Finally, three categories related to education, including the achievement of scientific hegemony and the promotion of national dignity, advantageous and community-based science and justice in access to services and eliminating poverty were extracted from the contents of the statement and the packages of reform and innovation matched with these categories.
Conclusion: According to the results this statement should be classified as the country's policy principles. Given the direction that this statement has been made to the country, it is clear that the current and new policies and laws of the country should be drafted and reviewed in accordance with this statement.
