بررسی تطبیقی سیاستهای جذب اعضای هیات علمی در دانشگاههای برتر دنیا و ایران

چکیده

چکیده:
زمینه و هدف: امروزه آموزش عالی به عنوان نهاد پرورش دهنده ی نیروی انسانی متخصص ازجایگاه ویژه ای در جامعه برخوردار است. یکی از عوامل مهم تاثیر گذار بر کیفیت خروجی های نظام آموزش عالی، اعضای هیات علمی آن می باشد. بهره گیری از تجارب کشورهای توسعه یافته و مطالعات تطبیقی دراین زمینه می تواند یکی از روشهای مناسب در راستای تدوین سیاستهای جذب اعضای هیات علمی باشد. با توجه به اهمیت و ضرورت این موضوع، پژوهش حاضر به مقایسه سیاستهای جذب اعضای هیات علمی در نظام آموزش عالی دانشگاههای برتر دنیا و ایران پرداخت.
روش بررسی: این پژوهش،کیفی بوده و مطالعه ای توصیفی- تحلیلی به شمارمی رود. یافته های حاصل از مطالعه اسناد 9 دانشگاه برتر بر اساس سیاست های جذب اعضای هیات علمی شان با این فرآیند در کشورمان مقایسه شد.
یافته ها: از بررسی سیاستهای جذب اعضای هیات علمی کشورهای منتخب و تحلیل آن، هشت مقوله استخراج گردید: تنوع، عدالت، برابری، شفافیت، اولویت گروههای خاص، فراخوان بین المللی، تنوع و پاسخگویی.
نتیجه گیری: هر چند سیاستهای تدوین شده در هر کشور متناسب با ویژگیهای فرهنگی و اجتماعی و ویژگیهای نظام خاص آموزش عالی همان کشور می باشد، اما توجه به آنها، افق های جدید و دیدگاه های نوینی را پیش روی سیاستگذاران آموزش عالی قرار می دهد تا بتوان از آنها برای بهبود نظام آموزش عالی ایران استقاده نمود.

Abstract
Background and objective: Nowadays, higher education has a special place in society as an institution for educating specialized human resources. One of the important factors affecting the quality of the output of the higher education system is faculty members. Utilizing the experiences of developed countries and comparative studies in this field can be one of the appropriate methods to make policies for recruiting faculty members. Considering the importance and necessity of this issue, this study aimed to compare the policies of recruiting faculty members in the higher education system of the top universities in the world and Iran.
Methods and Materials: This qualitative study is descriptive-analytical. Nine documents from top universities based on the policies of recruiting faculty members were compared with this process in Iran.
Results:
From studing the faculty recruitment policies of of selected countries and its analysis eight themes were extracted: diversity, justice, equality, transparency, priority of specific groups, international appeal, diversity and accountability.
Conclusion: Although the policies making in each country are appropriate to the cultural, social and higher education system characteristics of that country, paying attention to them, puts new horizons and new perspectives before higher education policymakers to be used to improve Iran's higher education system.
