طراحی الگوی بهبود سیاست های توسعه بیمه های بهداشتی و درمانی در ایران

چکیده

زمینه و هدف: امروزه، بیمه های بهداشت و درمان نقش مهمی در ارتقای سلامت جامعه و سطح رفاه افراد دارند. در کشور ما، بیمه های بهداشت و درمان دارای کاستی هایی هستند که بسیاری از آن ها به مسائل سیاستگذاری مربوط می شود. از این رو، هدف تحقیق حاضر، طراحی الگوی بهبود سیاست های توسعه بیمه های بهداشتی و درمانی در ایران است.

روش بررسی: تحقیق حاضر از نظر هدف، توسعه ای- کاربردی و در گروه تحقیقات آمیخته اکتشافی قرار می گیرد. در مرحله کیفی این تحقیق، از روش تحلیل تم و در مرحله کمی از مدل سازی معادلات ساختاری بهره گرفته شد. در مرحله کیفی به منظور طراحی الگوی تحقیق، با 26 نفر از خبرگان دانشگاهی و اجرایی در زمینه بیمه های بهداشت و درمان که به صورت هدفمند انتخاب شدند، مصاحبه شد. همچنین، در مرحله کمی از 186 نفر از مدیران و متخصصان در زمینه بیمه های بهداشت و درمان که به شکل تصادفی انتخاب شدند، با پرسشنامه نظرخواهی شد.

یافته ها: براساس یافته‌ها، 5 راهبرد شامل ارتقای مدیریت کلان در بیمه بهداشت و درمان، بهبود خدمات بیمه، ارتقای عدالت بیمه ای، مدیریت منابع و بهره گیری از رویکرد پایداری شناسایی شدند. همچنین، الگوی طراحی شده شامل متغیرهای مربوط به پیشران ها، عوامل زمینه ای، راهبردها و پیامدها است. یافته های تحلیل داده ها با روش مدل سازی معادلات ساختاری نشان داد که اجزای الگوی تحقیق مورد تایید هستند و کلیه ضرایب مسیر برآورد شده معنادار است.

نتیجه گیری: نهایتا، نتایج تحقیق نشان داد که با تامین منافع ذینفعان و همچنین درنظرگرفتن کلیه متغیرهای تاثیرگذار بر سیاستگذاری، می توان مسیری رو به بهبود در فرآیند سیاستگذاری بیمه های بهداشت و درمان طی نمود.
