آمایش سرزمین، راهبردی برای توسعه‌ی آموزش عالی سلامت

چکیده

زمینه و اهداف: آمایش سرزمین یک برنامه توسعه بلندمدت است و اساس انواع برنامه‌ریزی‌های ملی و منطقه‌ای در کشورها را تشکیل می‌دهد. این مطالعه به منظور بررسی نقش آمایش سرزمینی در توسعه آموزش عالی با معرفی یک مدل اجرایی موفق (آمایش آموزش عالی سلامت) انجام شد.
روش‌ بررسی: این پژوهش کاربردی- تحلیلی و مطالعه اسنادی، با بررسی گزارش‌های عملکرد دانشگاه‌ها و مراکز، به ویژه دانشگاه‌های علوم پزشکی در ارتباط با آمایش سرزمین، بهره‌گیری از نظر خبرگان، مطالعه و بررسی جدید‌ترین مقالات و مستندات در زمینه‌ی موضوع تحقیق در اردیبهشت 1396 انجام شد.
یافته‌ها: با توجه به قرابت و نسبت آموزش عالی با نظریه‌‌ی توسعه اجتماعی، برنامه‌ریزی در آموزش عالی از جایگاه ویژه‌ای در توسعه کشورها برخوردار می‌باشد. آمایش سرزمین، به عنوان راهنما و نقشه‌ی راه روشن برای برنامه‌ریزی بخش آموزش عالی می‌تواند هدایت‌کننده نظام‌های آموزش عالی به صورتی نظام مند، پایدار، مبتنی بر نیاز و مزیت‌های منطقه‌ای و الزامات بین المللی در افق چشم انداز علم و فناوری کشور باشد. نمونه اجرایی و تاثیر‌گذار برنامه آمایش آموزش عالی در کشور، آمایش سرزمینی آموزش عالی سلامت می‌باشد.
نتیجه‌گیری: اطلاعات حاصل از آمایش سرزمین، نقشه جامعی برای نشان دادن توانایی‌ها، قابلیت‌ها، فرصت‌ها و نقاط ضعف هر منطقه از کشور بوده، زمینه‌ساز توسعه‌ی پایدار می‌باشد. اهمیت نقش آموزش عالی در توسعه کشور، توجه بیش از پیش به آن را می‌طلبد. طراحی و اجرای هدفمند برنامه‌های آمایش سرزمین آموزش عالی سلامت، به عنوان الگویی موفق در سایر بخش‌های آموزشی مورد انتظار است.

چکیده [English]

Background and objective: Spatial planning is a long-term development program and it constitutes the basis of national and regional planning in country. This study was performed in order to investigate the role of spatial planning in the development of higher education by introducing a successful performance model (higher education health treatment).
Methods and Materials: This applied – analytical research and reading documents, by studying the records of universities in the country in terms of spatial planning program, searching on the related websitesو The use of experts Opinion and study of the most recent articles and documents about the research subject was conducted in May 2017.
Results: Due to the affinity and the ratio of higher education with the theory of social development, planning in higher education in countries developments has an especial place. Spatial planning as a guide and a map of clear path for higher education planning can be the leader of higher education systems which is regular, sustainable, based on regional needs and advantages and International obligations in the Vision Science and Technology.Effective Implementation sample of spatial planning for higher education in the country,is the spatial planning of health higher education.
Conclusion: Data from spatial planning, which was the Comprehensive map to show the abilities, capabilities, opportunities and weaknesses of each region of the country, is a preparation of sustainable development. The importance of the role of higher education in the development of countries, requires more attention to it. Design and implementation of targeted spatial planning of health higher education as a successful model in other educational sectors is expected.
